EXCESSIVE TERMINATION OF LOCAL WORKERS BARS EM-PLOYMENT OF FOREIGN LABOR
On 22 February, the Council of Labor Affairs (CLA) explicitly defined the term "certain pro-portion" as used in the Rules Governing Em-ployment and Management of Foreigners. Arti-cle 8 Paragraph 2 of the rules allows the CLA to deny an employer permission to recruit foreign labor if in the two years preceding the date of application, the employer has terminated the employment of more than a certain number or more than a certain proportion of its local workforce. Henceforth, permission to employ foreign labor will not be granted to any manu-facturing or construction enterprise employing 200 people or more which has dismissed or made redundant 15.48% or more of its local employees within the previous two years.
