TOUGHER RULES FOR HIRING FOREIGN LABOR BY HIGH-TECH INDUSTRIES
The Council of Labor Affairs (CLA) recently announced new investment thresholds and nu-merical limits for the employment of foreign labor in designated high-tech enterprises invest-ing in five manufacturing sectors: basic metals smelting, integrated circuit (IC) wafer fabrica-tion, liquid crystal displays, plasma displays (except module assembly), and IC photomasks. The minimum total investment is raised from NT$200 million to NT$500 million, of which at least NT$300 million must be invested in ma-chinery and plant buildings; and the ceiling on employing foreign labor is lowered from 24% to 15% of the total labor requirement as calculated by the Industrial Development Bureau, Ministry of Economic Affairs.
