On 17 November 1999 the MOEA announced its Regulations for the Establishment of an Integrated Circuit Layout Verification and Conciliation Committee. Under the regulations, the agency charged by the MOEA with performing its functions relating to IC layouts must establish an IC Layout Verification and Conciliation Committee to deal with the following relating to IC layout rights:

Verification at the request of the court.
Dispute conciliation.
Compulsory licensing.
Other related matters.
