REGISTRATION OF TYPE 2 GREEN PRODUCTS OPENED
Article 96, Paragraph 1 of the Government Procurement Law provides that in tender request documents, the government may specify that where products are of equal or similar efficacy, preference will be given to products licensed to use the Environmental Protection Agency's (EPA's) Environmental Protection Logo, i.e. products classified as Type 1 products in the Regulations Governing Agency's Preferred Procurement of Environmentally Friendly Products. The same provision may also apply to products the manufacture, utilization, disposal or raw materials of which meet criteria of using recycled materials, recyclability, low pollution or energy saving. Such products are classified as Type 2 products by the regulations.
On 20 November 1999, the EPA announced its Guidelines for the Assessment of Type 2 Environmentally Friendly Products, and began accepting applications for the registration of Type 2 products. The move is intended to expand the scope of the incentives given by the preferred procurement of green products. The guidelines explicitly state the conditions to be met by manufacturers when applying for Type 2 product registration, along with the application procedures and product assessment method.
