In order to reduce the negative effects of "leave without pay" on the workers administered by institutions due to economic conditions, the Executive Yuan Council of Labor Affairs announced a "list of precautions that should be taken during labor-employment negotiations regarding reduced hours due to the conditions of the economy" ("list of precautions") on 1 December 2011.

It urges both sides to follow the list of precautions during negotiations, and provides a template for a contract to reduce hours to ensure the rights and benefits of the workers, and to avoid wage disputes.
