THRESHOLD FOR LOCAL GOVERNMENT PROCUREMENT TEMPORARILY RAISED
Article 19 of the Government Procurement Law requires that procurement projects exceeding a certain monetary amount in principle be conducted in open tendering procedures. On 2 April 1999, the Public Construction Commission (PCC) of the Executive Yuan defined such threshold as NT$1 million and required that bidding information on projects over that figure be placed on the Internet. However, some local governments lack the necessary facilities to announce the information on the Internet. Therefore, the PCC announced that as of 7 June 1999, the threshold was temporarily lifted to NT$2 million for local governments, including county and city governments, villages, townships, and public elementary and secondary schools under the jurisdiction of the local governments. The central government is still subject to the original threshold of NT$1 million. As of 1 January 2000, the threshold will be NT$1 million for governments of all levels.
