In an interpretation dated 9 May 2008, the Ministry of Economic Affairs stated that the right of shareholders to propose motions for discussion at shareholder meetings is a right enjoyed by shareholders that hold at least 1% of a company's issued shares, without distinction between holders of ordinary shares and holders of preferred shares.
