The Regulations Governing IC Layout File History Checks were announced by the Intellectual Property Office (IPO) on 16 December 1998. Major contents of the guidelines include the following:
An IC layout applicant may apply to check, copy, photograph, or photocopy the file materials.
For revocation cases instituted by the IPO ex officio or upon application, parties to the case or interested parties may apply to check, copy , photograph, or photocopy the file materials. Third parties must wait until a final decision has been rendered for the revocation case before they may apply to check or copy the file materials.
The access to the file materials shall not cover the following file materials: (1) secrets pertaining to the profession or identity of parties to the case or interested parties, (2) review or examination remarks, (3) internal communications of the IPO, or (4) other items that should be kept confidential as required by laws.
