WASTE COLLECTION, REMOVAL AND DISPOSAL REGULATIONS TO BE AMENDED

The Environmental Protection Administration (EPA) recently announced a draft amendment to the Regulations Governing the Collection, Re-moval and Disposal of General Waste, to clarify the rules for the disposal of ash from domestic waste incinerators. The main points of the amendment are as follows:

  • Definition of existing sanitary landfill sites and new sanitary landfill sites: existing sanitary landfill site means a sanitary landfill site the construction of which was completed, which was under construction, for which engineering tendering and bid procedures had been com-pleted, or for which engineering contracts had been awarded without tendering procedures, before 27 November 2002. Those commis-sioned after 27 November 2002 are new sanitary landfill sites.


  • For general waste incinerators with a throughput of less than four tonnes per hour, the EPA will not require separate collection and storage of fly ash and bottom ash, but the mixture of fly ash and bottom ash generated by the incinerator will be subject to quarterly leachate toxicity tests. If the result does not comply with the leachate standards contained in Schedule 3 of the Criteria for Identifying Hazardous Industrial Wastes, it must be fur-ther treated.


  • Residue derived from the treatment of fly ash will be subject to monthly leachate toxicity testing and records should be kept. If the residue does not comply with the standards in the Criteria for Identifying Hazardous Indus-trial Wastes, it should be further treated. Also, residue from the treatment of fly ash should be packed in appropriate materials to prevent it from becoming airborne, and should be marked with information including the name of the producing entity, the date of production, and the date of leaving the incinerator site.
