PROCUREMENT UNDER NT$1 MILLION MAY APPLY LIMITED TENDER



On 9 April 2003 the Public Construction Com-mission, Executive Yuan, announced amend-ments to the Regulations Governing Invitations to Tender for Central Government Procurement below the Threshold for Publication. In future, procurement project valued above NT$100,000 but below NT$1 million may be conducted through limited tendering procedures in appro-priate cases, without the need to go through any public tender.

The amended Article 2, Paragraph 1 of the regulations provides that in the case of a pro-curement project that meets the requirements under Article 22, Paragraph 1, Item 16 of the Government Procurement Law, the procuring agency may present a statement of appropriate reasons for not applying public tender, but in-stead inviting specific suppliers to submit com-peting bids or negotiate prices, for approval by the chief official of the agency or a person au-thorized by him, without the need to report the procurement to the superior agency for deter-mination. Moreover, new provisions are added to Article 2, Paragraph 2 to state that superior agencies should strengthen their auditing and supervision, and that they may impose more stringent requirements.
