TYPES OF FACILITY REQUIRED TO SUBMIT WATER POLLUTION CONTROL PLANS

The Environmental Protection Administration has announced the "Types, Scope and Scale of Enterprises Required to Submit Water Pollution Control Plans in Advance."

On the condition that certain scale threshold is met, if an existing enterprise, as defined in Arti-cle 2 of the Water Pollution Control Law i.e. a factory, mine, wastewater treatment facility, livestock farm, or other enterprise designated by the central competent authority, has an output of wastewater or sludge that exceeds the quantity specified in its original discharge permit or dis-charge permission document by 10%, or for other reasons needs to improve the performance of its water pollution control or sludge process-ing facilities, and therefore needs to change its registration details; or if an enterprise of any of the above types is to be newly established, then a water pollution control plan must be submitted to the appropriate municipal, county or city envi-ronmental authority for approval before an ap-plication can be made for establishment or change of registration. Only after such approval is received may the entity apply for establish-ment or change of registration, to the competent authority for its field of activity.

The above types of enterprises meeting any of the following scale must submit water pollution control plans:

  • With a design or actual peak daily wastewater output exceeding 50 cubic meters (tons) per day.


  • The wastewater contains any of the following substances in excess of the permitted limits for effluents:Lead, cadmium, mercury, arsenic, hexavalent chromium, copper, cyanides, or-ganochlorines, organophosphates, or phenols.
