TESTING AND REGISTRATION OF MEDICATED COSMETICS
Under the Law Governing Cosmetics Hygiene, the importation or manufacture of medicated cosmetic products requires prior application to the Department of Health (DOH) for product registration, and issuance of a license.
Products submitted for registration by applicants at the time of application typically conform to the legal requirements, yet the results of later tests on samples from the market are less than ideal. In view of this, the DOH has come to the view that product registration is of little practical value. The European Union, the USA and other countries long ago abolished their cosmetics product registration systems. Therefore in a draft amendment to the law, the DOH proposes to repeal the provisions requiring product registra-tion of medicated cosmetic products. If the proposed amendment is enacted, in future the DOH will step up its testing of products once they are on the market, to effectively regulate medicated cosmetics.
The draft amendment is currently under review by the Executive Yuan. The DOH hopes it could be adopted in the next session of the Legislative Yuan.
