DRAFT RULES FOR HANDLING DOMAIN NAME DISPUTES

Cathy C. W. Ting

On 17 January 2001, the Taiwan Network In-formation Center (TWNIC) announced its draft Domain Name Dispute Resolution Policy and its draft Rules of Procedure for said policy. The draft policy and rules provide channels for any person to file a complaint and seek arbitration if he believes that another person has registered and is using in bad faith an Internet domain name to which he is entitled. If the arbitration award is in the complainant's favor, TWNIC has the right to cancel or transfer registration of the disputed domain name.

The draft policy and rules apply only to Latin-script domain names ending in ".tw" and Chinese-script domain names ending in ".台灣" (".Taiwan") approved and issued by TWNIC. TWNIC recently held a public hearing on the drafts, and will formally announce them after revising them in light of opinions solicited.
